I am a US citizen living in Ontario waiting for my permanent residency to be approved. I would like to purchase health insurance to cover me for the time period until I am approved for the Ontario Health coverage. I don’t see this period being more than a year. Are there any companies that offer health insurance to non-Canadian permanent resident in the immigration process? I also do not yet have a SIN number.
I am documented and have over 5 months left on my 6 month visitor allowance. Everything is in legal standing. I have already submitted for permanent residency and have paid fees. What companies offer private insurance to non-residents?

You buy private health insurance. You are usually expected to wait outside Canada for a visa and tourists have to be out after six months. Are you legal in Canada.
If you are in Canada legally you are eligible for health care after 3 months.
